<p>New York State United Teachers has filed suit against the Board of Regents and State Education Commissioner John King, declaring regulations adopted last month violate state law and exceed the Regents&#8217; authority, including a regulation that allows school districts to double the weight of state standardized test scores in teacher evaluations. We will have reaction to this news courtesy of Carl T. Hayden, Chairman of the SUNY Board of Trustees and Chancellor Emeritus of the Board of Regents of the University of the State of New York; and Abe Lackman, principle in the government consulting firm Praxis Insights and the 2010-2011 Clarence D. Rapplyea Government Scholar in Residence at Albany Law School&#8217;s Government Law Center. Lackman was Secretary of the New York State Senate Finance Committee&#8211;where his responsibilities included evaluating the fiscal and budgetary implications of all major state legislation&#8211;as well as Special Advisor to the Senate&#8217;s Majority Leader. </p>

While I may have read it in a fortune cookie, I do believe that it&#8217;s true.   As session wraps up, I thought it would be illuminating to look back at what was on the Governor&#8217;s mind prior to his tussle over gay marriage, rent regulations and a tax cap.   On his 100th day as Governor, Andrew Cuomo spoke with us about education. We will hear that conversation in this half hour, followed by my interview with Yancey Roy, and finally, as we approach July 1st, the day the SGEIS is due from the DEC, we will discuss hydrofracking.<br />

<p>We go back to the beginning of session with Steve Greenberg of the Siena Research Institute and track the poll numbers for Governor Cuomo, and other political leaders &#8212; then and now. </p>
<p>MIT has issued a new study on hydrofracking.  John Conrad of Conrad Geosciences joins us to interpret the findings through the scrim of industry.  </p>

<p>Mandate relief comes in many flavors.  We will speak with Jefferson County Democrat, Assembly member Addie Russell and the Program Manager of US Communities Jon Penkower about a bill that allows local governments to piggy-back on contracts negotiated anywhere in the US as part of a purchasing alliance.  The Senate has already passed a bill allowing New York to join the alliance.  </p>
<p>Graduation rates for Buffalo&#8217;s City Schools dropped yet again.  Education Correspondent Mary Pasciak of the Buffalo News joins us with analysis. </p>
<p>How did one slice of upstate New York fare this legislative session?  Hilda Rosario Escher, the Executive Director of the Ibero American Action League would give lawmakers a &#8220;D&#8221; from where she sits.  She and Judy Marquez Kiyama, PhD Assistant Professor Warner School of Education University of Rochester report on how a predominantly poor and Latino Community in Rochester is dealing with state cuts.  </p>
<p>And we will have an update for you on that massive underground power line project the PSC is currently looking at.  If approved, the Champlain Hudson Power Express could bring affordable hydropower from Quebec to New York City via underground pipeline.   Bill Helmer and Don Jessome of Transmission Developers have the latest.</p>
